Escort agency vs independent in the Netherlands: which?

An escort agency mediates: it runs the ad, answers the phone, screens the client and sends an escort to you — and charges a 30 to 50% margin on top of what the escort herself receives. An independent escort does all of that herself, which usually makes her about €100 an hour cheaper and puts you in direct contact with the person you will actually meet.

That is the core trade-off. With an agency you buy convenience, screening and recourse; with an independent you buy a lower price and direct contact, but you do the vetting yourself. Here is what each means in practice, how verification differs, and which choice fits which situation.

What does an escort agency actually do?

An agency sits between you and the sex worker and takes over the logistics. In practice that means running the ads, answering the phone or chat, scheduling appointments, arranging transport, and doing the screening — logging your name, number or hotel details before the escort turns up.

That act of mediating is exactly what triggers the licence. In the Netherlands the licence obligation sits with the operator, not the worker: the moment someone else manages your website or answers your phone, that party needs an escort licence (Amsterdam Center for Sex Workers). An escort business is one of the five forms of sex business a municipality requires an operating licence for (Ondernemersplein).

For you as a client, that means there is a business behind the booking, with an address, a reputation and — ideally — a licence. If something goes wrong, there is someone to hold responsible.

What does “independent” actually mean?

An independent escort is a registered business owner. She signs up with the Chamber of Commerce (a one-off €85.15) and works as a sole trader: her own rates, her own terms, her own diary. She advertises herself, answers her own phone, books her own appointments and arranges her own transport — and therefore needs no escort licence, because no one is mediating (ACS).

Where she can work depends on the municipality. In some cities an independent may work licence-free from her own home: Utrecht explicitly exempts solo home work under seven conditions, and Rotterdam treats a single worker at home without a commercial appearance as licence-free. The practical upshot: you talk, book and pay directly with the person who will be at your door. No middle layer, no being transferred.

What does an agency cost versus an independent?

The price gap is not incidental — it is the margin.

An agency takes 30 to 50% on top of what the escort receives, for mediation, scheduling and screening. That is why the agency segment starts around €250 per hour where an independent starts near €150. Part of what you pay an agency is the appointment, and part is the organisation around it.

How do you check an agency versus an independent?

Verification works fundamentally differently, and that may be the most important difference in practice.

With an independent, you do the checking yourself. Reverse-image the photos, compare the rate against the market, and refuse any payment before the appointment. With an agency, you rely on the company’s reputation and, in Amsterdam, on something concrete: escort businesses there must state their licence number in every ad (art. 3.45 of the local by-law). What are the red flags on each side?

Both forms have their own kind of scam.

On the agency side: the fake agency front. A slickly designed website with a “team”, “reviews” and a deposit button can in reality be a single scammer. The word “agency” proves nothing. What makes it harder: there is no public national register of licensed escort agencies, so outside Amsterdam you can rarely confirm for yourself that an “agency” actually holds a licence. If such a site asks for advance payment by gift card or crypto, it is a scam by definition.

Which choice fits which situation?

If you are booking for the first time, or having an escort come to your hotel in an unfamiliar city: use an agency. The screening and recourse are worth the premium, precisely because a newcomer cannot yet reliably check the biggest practical risk — the fake ad. The agency does that vetting for you, and there is a business to hold responsible if it goes wrong. For visitors, this is the sensible default your first time here.

If you know how to verify a profile and you book regularly: go independent. You pay less, you deal directly with the person, and the checking an agency does for a fee, you do yourself for free and just as well.

The honest limitation of this whole comparison: that missing national register. Outside Amsterdam, where the licence number has to appear in the ad, a client usually cannot firmly establish that an agency is actually licensed. One thing holds for both: booking is legal as long as the sex worker is 18 or older and works voluntarily (government.nl). Agency or independent changes nothing about that legal framework — only who runs the logistics and what you pay.
