Escort in Arnhem: the border visitor's guide

Hiring an escort in Arnhem is legal: sex work between consenting adults is permitted throughout the Netherlands, and Arnhem licenses sex businesses under chapter 3 of its municipal by-law, the APV (Algemene Plaatselijke Verordening, CVDR418922). The famous windows of the Spijkerkwartier — once the largest window-prostitution district in the country after Amsterdam’s De Wallen — are gone: they closed on 4 January 2006, and the whole market has run by appointment ever since.

Arnhem also sits close to the German border, about 15 km east of the city, which is why the site’s strategy names it for German visitor traffic. Is escort legal in Arnhem?

Yes, under municipal licensing. Chapter 3 of the APV — “sex establishments, sex shops, street prostitution etc.” — governs the trade, and article 3.2.1 is the licensing rule: running a sex establishment without a permit is prohibited. The definitions, including that of the escort business, sit in article 3.1.1.

An agency operating without that permit is breaking the law. The client booking through it generally is not — but you would be funding the illegal end of a legal market.

Two local rules worth knowing:

• Operator and manager must be 21+. The municipal policy rule for the sex trade (CVDR723574) requires operators and managers to be at least 21. Note the scope: that is a rule for the business owner, not the sex worker. For the workers themselves Arnhem sets no local minimum age, so the national floor of 18 applies. We state 18, not a local 21.
• Working from home is not allowed. Prostitution from a private home is currently not permitted in Arnhem because it conflicts with the zoning plan. That makes privéontvangst (private reception) a legally awkward category here — unlike Rotterdam, where independent home work is allowed under conditions.

Are the Spijkerkwartier windows still open?

No. Window prostitution in the Spijkerkwartier — built up from 1965 around the Van Muijlwijkstraat, at its peak roughly 240 windows and nineteen operators — closed for good on 4 January 2006, after the Council of State (Raad van State) ruled for the municipality in November 2005. It was one of the larger window-district closures in Dutch history.

And nothing working replaced it. The city designated a substitute window location on the Billiton site along the Westervoortsedijk, with room for up to 120 windows, but the promised Eroscentrum was never built. As of 2024 Arnhem has zero window workplaces and zero window operators — a designated location that exists only on paper.

So the conclusion for a visitor is simple: there is no window prostitution in Arnhem, and “escort Spijkerkwartier” points to a neighbourhood now known for its cafés and 19th-century houses, not for windows. Whatever street offering remains is illegal.

How is the scene organised?

Two formats, both by appointment: escort and licensed venues.

Outcall escort. The escort comes to your hotel or apartment; or you go to an incall address. Booked through a licensed agency or directly with an independent on an advertising platform. This is by far the largest segment and the standard visitor booking.

Licensed venues. As of June 2024 Arnhem had three licensed sex establishments, against a maximum of eight (policy rule CVDR723574). Clubs or private houses where you meet on the spot.

The gap in that list is private reception. Because home work isn’t allowed, the format that gives the sharpest rates in other cities largely disappears here — or happens out of the municipality’s sight. How much does an escort cost in Arnhem?

Expect roughly €130 to €190 per hour for an independent escort, plus a €30 to €80 travel surcharge for a hotel or home outcall. Arnhem is a regional city without the tourist premium that pushes Amsterdam rates €50 to €100 per hour higher.

One number holds everywhere, here included: below €100 per hour, an ad is almost never real. Dutch taxes, advertising and workspace costs make legal work at that rate impossible, so a bargain-priced “Arnhem” profile is bait pricing or a deposit scam.

Why is Arnhem relevant for German visitors?

Its location. The German border is about 15 km east of Arnhem, towards Zevenaar; the nearest German town, Emmerich am Rhein, is roughly 31 km away by road. In practice that means multilingual ads, and it means fake ads aimed at the outsider — someone who doesn’t know the city and can’t easily judge a normal rate or a normal way of working. How do you book safely?

Cash at the start of the appointment, in euros; many escorts also take a Dutch payment app or a card on the spot. What nobody legitimate does is demand prepayment by payment link, gift card or crypto before you’ve met — the single most common scam aimed at foreign visitors. My view on Arnhem’s policy, with the reason: the home-work ban is a misfire. Banning private reception doesn’t remove demand, it pushes an estimated 2,200 sex workers into illegality, where neither client screening nor worker safety improves.
