Escorts in Eindhoven: the visitor's guide (rules, prices)

Hiring an escort in Eindhoven is legal: sex work between consenting adults is permitted throughout the Netherlands, and Eindhoven licenses escort businesses under article 3.2.1 of its municipal by-law, the APV. Unlike Rotterdam, Eindhoven does have a window district — but only one, and a small one, and most visitors end up booking online instead.

That window district is Baekelandplein, the single place in the city where window prostitution is allowed. Everything else runs by appointment: escorts to your hotel or apartment, and independents receiving at private addresses. Is escort legal in Eindhoven?

Yes, under municipal licensing. The Netherlands legalised the operation of sex businesses in 2000, and article 3.2.1 of Eindhoven’s APV (Algemene Plaatselijke Verordening, the general municipal by-law) prohibits running a sex establishment or escort business without a permit from the city. An agency operating without that licence is breaking the law — the client booking through it generally is not, but you’d be funding the illegal end of a legal market.

Two local rules worth knowing:

• Minimum age 21. Licensed Eindhoven businesses may only work with sex workers aged 21 or over — stricter than the national minimum of 18, and a rule shared with the big cities. Employing anyone younger is grounds to revoke the permit.
• Street prostitution is tightly restricted. It is allowed only in designated places, at set times, and with a valid access pass (toegangsbewijs, art. 3.2.6). Anything outside that framework is illegal — so ignore street offers entirely.

The Eindhoven by-law says nothing about working from home, unlike Utrecht or Rotterdam. What is Baekelandplein?

Baekelandplein is Eindhoven’s only window location — the city has concentrated all window prostitution on this single square since 2005. It has 25 buildings and, at full occupancy, room for a maximum of around 50 sex workers, with at most two per building.

The city caps the operators hard: a maximum of 13 operating permits, and when there are more applicants than permits they are handed out not first-come-first-served but by lottery (Baekelandplein policy rules, 2023). A draw literally decides who may run a window — an unusually fair, and rare, way to allocate sex-work permits in the Netherlands.

What a visitor should know: this is not De Wallen. It is a compact square on the edge of the centre, not a quarter to wander through, and in practice many windows sit empty — the window capacity is tiny next to what’s available online. If you want choice or any way to check who you’re meeting in advance, the windows won’t give it to you.

How is the rest of the scene organised?

Away from Baekelandplein, everything runs by appointment, in two formats — and both work in English, as the Dutch escort scene does every day.

Outcall escort. The escort comes to your hotel or apartment. Booked through a licensed agency or directly with an independent on an advertising platform. This is the standard visitor booking and the largest segment in the city.

Incall / privéontvangst. You go to the escort — a working apartment or their own place. Privéontvangst means “private reception” at the worker’s own address, usually the cheapest option because no agency margin or travel time is priced in. Because the window supply is so small, the online ad market is effectively the whole market — and that cuts both ways. Every fake profile in the Netherlands can claim to be in Eindhoven, and there’s no physical place to verify who actually works there. How much does an escort cost in Eindhoven?

Expect roughly €130 to €180 per hour for an independent escort — the lower-to-middle end of the national band. Eindhoven is a regional city without the tourist premium that pushes Amsterdam rates €50 to €100 per hour higher. Agencies charge more, with screening and mediation built in, and a hotel outcall adds a €30 to €80 travel surcharge, standard nationwide.

Baekelandplein or online: which is smarter?

For most visitors: online. That’s an opinion, so here’s the reasoning. Baekelandplein has a hard ceiling of about 50 working spots and is rarely full; you see who’s there on the spot, but you can’t arrange anything in advance, read anything, or screen anyone. The online market is larger, gives you profiles to assess beforehand, and works by appointment — exactly what a discreet booking needs. The windows exist for the anonymity of simply walking past; anyone who wants choice and certainty books ahead.

The honest trade-off, whichever route you take: Eindhoven keeps no public register of licensed escort agencies, so you can’t independently verify a permit as a client.
