Escorts in Groningen: the visitor's guide (rules, prices)

Hiring an escort in Groningen is legal: sex work between consenting adults is permitted throughout the Netherlands, and Groningen licenses escort businesses under article 3:3 of its municipal by-law, the APVG. What sets Groningen apart is a rule no other major city applies so strictly: every sex worker in a licensed business must first sit a personal intake interview with the municipality.

The city has one window street, the Nieuwstad, and beyond it the market runs by appointment — escorts to your hotel or apartment, and independents receiving at private addresses. Is escort legal in Groningen?

Yes, under municipal licensing for businesses and an extra requirement on the workers. The Netherlands legalised the operation of sex businesses in 2000, and article 3:3 of the APVG prohibits running a sex business without a permit. An escort permit is valid for one year at a time and tied to a specific premises. An agency mediating without one is breaking the law — the client booking through it generally is not, but you’d be funding the illegal end of a legal market.

Three rules worth knowing:

• Minimum age 21. Licensed Groningen businesses may only work with sex workers aged 21 or over — stricter than the national minimum of 18.
• Mandatory intake interview. Before working in a licensed business, the municipality holds a personal intake interview (intakegesprek, art. 3:13–3:14 APVG). The intake certificate is valid for 24 months and is refused to anyone under 21 or without registration at the Chamber of Commerce (KvK) and the population register (BRP). Without it, an operator may not let you work.
• Few escort agencies. The mayor grants an exemption for at most five escort businesses. Groningen deliberately keeps the licensed escort circuit small.

What is the Nieuwstad?

The Nieuwstad is Groningen’s only window location. Since 2005 the street has held about 40 prostitution buildings with 95 windows in a near-continuous gallery on both sides, over roughly 300 metres, and since 2016 the city concentrates all window prostitution here — there are no other window locations left.

For a visitor that makes the Nieuwstad a real, contiguous window street — smaller than Amsterdam’s De Wallen, but clearly recognisable as one. You see who’s working on the spot, but you arrange nothing in advance and screen no one: what you see on the street is what there is. The city publishes no figure for how many windows are occupied at any given time, so we won’t invent one.

How is the rest of the scene organised?

Away from the Nieuwstad, everything runs by appointment, in two formats — and both work in English, as the Dutch escort scene does every day.

Outcall escort. The escort comes to your hotel or apartment. Booked through a licensed agency (there are at most five) or directly with an independent on an advertising platform.

Incall / privéontvangst. You go to the escort — a working apartment or their own place. Privéontvangst means “private reception” at the worker’s own address, usually the cheapest option because no agency margin or travel time is priced in. Groningen is a student city — the largest in the north, with a young population around its university and college — and the demand reflects that: relatively high, young, local. The online supply is lively as a result, which is also the weakness: every fake profile can claim to be in Groningen, and there’s no physical place to verify who actually works there.
