Escorts in Utrecht: the 2026 guide to a city without windows

Hiring an escort in Utrecht is legal: sex work between consenting adults is permitted throughout the Netherlands, and Utrecht licenses escort businesses under article 3:4 of its municipal by-law (the APV). What surprises most visitors is the other half of the answer: the fourth-largest city in the country has had no red light district at all since 2013, so escorts and private visits are not one option here — they are essentially the whole market.

Why doesn’t Utrecht have a red light district?

Because the city shut it down in a single stroke. Until 25 July 2013, Utrecht had one of the more distinctive window zones in Europe: the Zandpad, a line of 34 moored boats on the Vecht river holding 142 licensed workplaces, a zone with official status since 1973 and roots going back to 1945. The municipality revoked the boat operators’ licences over indications of human trafficking, and the Council of State — the highest administrative court — upheld that decision in 2016.

The small window street in the city centre, the Hardebollenstraat, closed in the same sweep; the city later bought the buildings outright to keep sex work from returning there.

Seventy years of prostitution on the Vecht ended in one summer. The 142 workplaces have never been replaced.

What happened to the rebuild plan?

It died slowly, then all at once. In 2015 the city council approved a purpose-built replacement zone on the same spot — the “Nieuwe Zandpad”, initially 162 windows, capped at 145 by a court. Then reality set in: two investors withdrew in 2017 (one failed the municipal background screening, the other balked at the terms), and the foundation eventually selected to build 96 workspaces could not close its financing — its bank demanded municipal guarantees, the council refused, and on 5 November 2021 the city scrapped the plan for good.

Since then Utrecht has gone the opposite direction: small-scale, spread out, no big zone. As of 2026 that means three concrete things, all from the municipality’s own policy pages:

• There is no window prostitution and no street-walking zone in Utrecht. Anyone soliciting you on the street is unlicensed by definition.
• Home-based sex work has been legal since 1 January 2025, as a pilot: one worker per home, working independently, no operator involved.
• A small licensed venue of at most 15 workspaces is being prepared on the second floor of the Paardenveld parking garage near the city centre, designed to be invisible from outside. The council approved it in June 2025; the city expects clarity on final go-ahead only after the summer of 2026.

My reading, for what it’s worth: Utrecht is the clearest case study of the licensing paradox anywhere in the Netherlands. The city closed 142 legal workplaces for defensible reasons and has managed, thirteen years on, to offer a home-work pilot and 15 promised rooms in a parking garage in return. Demand never left; it simply moved to escorts, private receiving and — the part nobody celebrates — the unlicensed circuit.

So how do you actually book an escort in Utrecht?

Through an advertising platform or a licensed agency — the same way locals do, and entirely workable in English. Independent escorts advertise online and either receive privately (privéontvangst, increasingly at a legal home address thanks to the 2025 pilot) or come to your home or hotel.
